Sr. Engineering Lab Manager –Standards Compliance & Reliability will be located at Philips Healthcare, Shenzhen, China facility. The position will focus on four core areas:

Organizational Development Operations & Program Management Build Engineering Capabilities in Reliability Build Engineering Capabilities in Medical Standards Compliance

This is a critical role within Philips Shenzhen innovation center, and this role will report to the Massachusetts based Andover Standards and Reliability Center (ASRC) organization. The position will be located in Shenzhen, China. This is an opportunity to be part of a well-seasoned winning team that performs compliance testing for all medical product lines within Philips Healthcare.  The ASRC team plays a very important role in ensuring products designed by Philips are of the highest quality and meet all applicable international standards.   Your responsibilities will include but not limited to the following:

Organizational Development:

Acquire, retain, and create a high performing engineering team focused on reliability, EMC & Standards compliance for medical product testing

  • Develop and execute an organizational strategy to create and grow a world class lab organization.
  • Responsible for team member talent acquisition, performance reviews, addressing performance and skill set gaps
  • Develop best practice processes and procedures
  • Drive a quality and compliance mindset to internal customers and team members per the quality system
  • Oversee the assignments and execution of projects to be on time and on schedule
  • Proactively address escalated customer project issues
  • Responsible for developing and maintain departmental budgets 

Operations & Program Manager:

As the operations and program manager, lead the collaboration between SSRC and various Philips business lines during new product and sustaining development.  The primary focus is the tactical/strategic scheduling and related program management activities requiring engineering consulting and compliance testing services from the Shenzhen Standards & Reliability Center (SSRC). This role will develop, monitor, and maintain master schedules for multiple projects, report workflow throughout the SSRC, and will interface with internal customers and SSRC Project Engineers on a daily basis across multiple shifts. 

Build Engineering Capabilities in Reliability:

Lead, develop, and grow engineering capabilities (Capital equipment and Human resources) in Reliability.  Develop and execute the strategic vision of Reliability Engineering for all Philips internal customers and team members. Provide leadership and technical knowledge in reliability methodologies.   Support site wide training on reliability best practices.  Support the group by translating test data into AFR predictions. Review customer reliability plans to ensure the appropriate testing and sample test size is utilized to achieve reliability goals.

Build Engineering Capabilities in Medical Standards Compliance:

Lead, develop, and grow engineering capabilities (Capital equipment and Human resources) in EMC & Standards Compliance.  Develop and execute the strategic vision of EMC & Standards Compliance engineering for all Philips internal customers and team members. Provide technical leadership and knowledge in area of EMC & Medical Standards design and compliance.  (e.g. IEC 60601-1 Safety Standards, EMC IEC 60601-1-2, etc.).

The position will be located in Shenzhen, China. This is an opportunity to be part of a well-seasoned winning team that performs compliance testing for all medical product lines within Philips Healthcare.

To succeed in this role, you should have the following skills and experience

  • BSEE /MSEE with 10-15 years (or equivalent engineering degrees) experience in   product reliability, EMC, and safety standards compliance of complex electrical/mechanical products, preferably in the medical industry
  • Demonstrated ability to lead, communicate, interact and influence effectively at technical and management levels across functions.
  • Proven leadership in formulating and implementing business strategies to ensure product development and regulatory compliance to ensure high quality products.
  • Demonstrated success in growing and coaching high performing engineering teams and leading change for product quality, compliance, and reliability.
  • Highly passionate and positive infectious attitude who strives for high performance and product quality.
  • Solid experience with FDA/IEC (IEC 60601-1 Safety standard) regulated medical devices is required. Experience with Class III medical devices preferred.
  • Ability to effectively implement continual improvement to increase efficiency and promote simplification while maintaining project schedules.
  • Experienced in EMC IEC 60601-1-2 EMC standard and managing compliance.
  • ISO17025 auditor/ experience highly desirable
  • Experience in EMC and safety standard compliance testing.
  • Proficient in standard office computer tools: Microsoft Office, Word, Excel, Project and PowerPoint.
  • Demonstrated success in taking designs from concept to production.
  • Excellent English skills, written and speaking.
