The way we use business, processes and IT at Philips is under transformation. The dependency is increasing and the lines between business and IT are fading. All products and services should be 24/7 available any time any place. If systems that support critical business functions are not well deployed, monitored and controlled, they are a source of significant and ongoing business risk. Our corporate governance requires careful consideration of security threats, data quality issues and privacy legislation that threaten the continuity, confidentiality, integrity, and availability of our Philips landscape. The Center of Excellence Business Continuity & Resilience (CoE BCR) is an important capability for Operations / Integrated Supply Chain (ISC) in HealthTech for the delivery of the Global Business Continuity Management (BCM) Program, which entails Sites, Business Groups, Markets and Functions. The CoE BCR will focus on the following:

  • To increase organization resilience, and maintain customer satisfaction, by continuing the delivery of products, services or solutions to our customers, at acceptable predefined levels, in time of disruption;
  • Maintain, align with and prepared for certification with ISO 22301;
  • Implementing an exercise program that leads to objective assurance that the business continuity plans will work as anticipated when required;
  • Turn real time data into information, information into insight and insight into business decisions in time of peace or crisis.

The main challenge of the Global Senior Business Continuity Officer - Greater China (GRC) is to increase organization resilience and maintain customer satisfaction, by delivering service and support with the implementation of global business continuity, and to enable to continue the delivery of products and services at acceptable predefined levels, in time of disruption for all entities part of the GRC area. The Global Senior Business Continuity Officer - GRC is the linking pin between different entities, connecting the dots, and identifying best practices and lessons learned that are beneficial for other entities. You will share knowledge about Business Continuity and Risk Management, actively support and challenge the local Business Continuity Management (BCM) teams to ensure effectiveness of their local BCMS.

You are responsible for:

  • Act as the Local Business Continuity Coordinator (BCC) for Suzhou manufacturing with the main tasks:
  • Maintain the local BCMS and adhere to the group BC policy as well to the ISO22301 certificate
  • See more tasks below as part of the responsibilities of the global BC Officer to support other BCC
  • Support the global Business continuity management program:
  • Actively supporting the Business Continuity Coordinators (BCC) with their business continuity program management on local level
  • Perform record & document review to maintain and achieve ISO22301:2019 certification
  • Perform Quality Reviews prior to signing of on an activity in the Compliance Tracker
  • Perform document review to evaluate conformity with the Philips Group BC policy and objectives, and in case of certified entities, the ISO22301:2019 requirements.
  • Embedding competence and awareness within the organization
  • Developing training and awareness material, if applicable
  • Supporting sites to create local specific awareness material
  • Identify Best Practices & Lessons learned and inform the BCM community
  • Organizing regular BCC team meetings to exchange information including training sessions
  • Understanding the organization in scope
  • Supporting local BCM teams in conducting regular Business Impact Analyses and Risk Assessments by preparing the workshop presentation and participating during the BIA and RA workshops
  • Challenging the business impact assessment (BIA) / risk assessment (RA) participants on the outcome if required
  • Gaining knowledge of the key products and service and the activities that support key products and services across the different entities, thus identifying dependencies and ensuring that continuity objectives are aligned, and risks are identified and communicated to higher (and local) management
  • Understanding the risks to these activities and their dependencies and the potential consequences if the risks were to materialize
  • Selecting business continuity strategy and solutions
  • Supporting local BCM teams with identifying and evaluating a range of business continuity options
  • Monitoring that the selected options will provide for the resumption of activities at the agreed level of operation (MBCO) and within the agreed timeframe (RTO)
  • Develop knowledge of resilience and countermeasures that are already in place within the organization (across entities) and share that knowledge between entities that are dependent upon each other
  • Developing and implementing a business continuity response
  • Supporting local BCM teams with means for detecting and responding to an incident
  • Supporting with the development and maintenance of recovery procedures
  • Supporting the implementation and use of Philips tooling
  • Exercise and testing
  • Validating that the different recovery procedures are part of an exercise at least once during a rolling three year period by including them in the Year Planning;
  • Monitoring the execution of the exercise and testing program;
  • Supporting the local BCM teams in developing more complex exercise sessions, involving multiple stakeholders;
  • Monitoring the results of these exercises and tests, and ensuring the Lessons Learned, findings and improvement actions are recorded and implemented;
  • Identifying and sharing Best Practices and Lessons learned with the BCM community

To succeed in this role, you should have the following skills and experience

  • 5- 10 years’ experience Business Continuity & Crisis Management, supported by evidence of practical oversight and associated qualifications essential
  • Required minimal CBCI qualified or equivalent certification
  • Preferably certified in Audit and/or Risk Management (CISA, CRISC)
  • ISO22301 audit experience and qualification desired, supported by ISO27001 an advantage.
  • Experience in documentation of business continuity policies, standards and procedures.
  • Be familiar with risk assessment methods, tools and techniques
  • Performing ‘hands-on’ reviews and assessments of business operations and internal controls environments
  • Knowledge of project management (preferable certified) and Quality management
  • Willing to travel abroad (approximately 10%).

You will report to the Global Head of Business Continuity & Resilience, who has a direct reporting line to the Head of Health & Safety in Group Operations with a direct line to the Chief Operations (COO).
